CONSULTATION GUIDE · CHECKED 4 NOVEMBER 2026
Guided retirement: the consultation guide
Understand the main proposals, find the relevant official chapter and prepare questions for your pension provider.
What is established?
The Pension Schemes Act 2026 established core default-pension duties. DWP, the FCA and The Pensions Regulator are consulting on implementation across trust-based and contract-based workplace pensions. Default pensions aim to simplify retirement-income decisions; individual financial advice is separate.

Key proposals at a glance
All entries below describe proposals or indicative dates, not final operational rules.
| Topic | Summary |
|---|---|
| Scope | Workplace DC pensions; exclusions apply. Non-workplace pensions are not currently proposed for inclusion. |
| Small pots | Certain deferred pots of £1,000 or less would be excluded. |
| Longevity protection | Required above £10,000: combined relevant pots with one provider, after pension commencement lump-sum withdrawals. Drawdown alone would not qualify. |
| Choice and consent | Other choices remain. Transfers need consent; income starts only on request with confirmed bank details. |
| Safeguards | Minimum 30-day cooling-off proposed; inflation, flexibility, dependants and irreversible features need consideration. |
| Design and oversight | Cohort-based design, clear communications, monitoring and fair charges. |
| Indicative rollout | Most master trusts and FCA-regulated schemes: summer 2029. Single-employer and common-employer-group trusts: summer 2030. Retirement Collective Pension defaults may have an extension to 2030. |

Consultation dates and next steps
The consultation opened on 3 November 2026 and closes on 22 December 2026. The FCA intends to consult on draft rules and guidance in the second half of 2027; DWP plans a parallel draft-regulations consultation. These are policy milestones, not a promise that a default pension is available from your provider today.

Questions to take to your provider
This is our practical preparation checklist, not a list of new legal requirements.
- Which pension type do I hold, and where can I find the terms?
- Does my pension contain guarantees or protected benefits?
- What retirement options are available to me now?
- What would each option cost, and what income could change?
- What happens to my partner or dependants if I die?
- Which decisions could I reverse, and which would be permanent?
- How could a transfer affect my guarantees, charges or protections?
- Where can I get impartial guidance or regulated advice?
What this guide cannot determine
It cannot establish your scheme’s eligibility, select an income product, calculate tax or decide whether you should transfer. Do not infer a personal entitlement from a policy summary. Ask your provider for scheme-specific information and read the original documents.
